A summary of Executive Council resolutions

[Episcopal News Service – San Juan, Puerto Rico] During its June 9-11 meeting here the Episcopal Church’s Executive Council adopted multiple resolutions, which are summarized below.

Executive Council

Approve the amended Audit Committee Charter (EC001).

Appoint an acting chief legal officer (name to be announced when appropriate notifications have been made); appointment to run through the end of August 2018 (EC002).

Advocacy and Networking for Mission

Council adopts the Sandy Hook Principles developed by the bipartisan United States

Conference of Mayors as an expression of the Episcopal Church’s commitment to stemming gun

violence in America for the purpose of advocating the principles to corporations that manufacture and sell guns, especially to companies in the Church’s investment portfolio, resolution meant to underscore and help implement the General Convention Resolution C005 (AN025).

Approved Advisory Council on the Stewardship of Creation grants (AN026).

Express solidarity and support to Presiding Bishop Michael B. Curry and Presiding Bishop Elizabeth Eaton of the Evangelical Lutheran Church in America in their joint call to prayer, fasting and advocacy that began May 21 and continues on the 21st of each month for the duration of the 115th Congress of the United States; commit council members to the effort and call on Episcopalians to join in opposing the deep cuts proposed now in Congress to federal programs that are vital to hungry and struggling people in poverty and commend all Episcopalians to join the Episcopal Public Policy Network. Establishes a committee of Executive Council from the task group formed January 11, 2015, to continue to support and understand the role of Historically Black Colleges and Universities and the important relationship with the Episcopal Church;

charge the committee to explore and make recommendations to council by General Convention 2021 on the long‐term needs of the HBCUs to ensure access to students of color for future generations; authorize annual budget up to $15,000 for this triennium; committee to be composed of current task force membership of the task group;  committee may consist of eight to 10 members jointly appointed by the presiding officers; provide council an annual report at the June council meetings; of Council; expresses gratitude to task group members for their contributions in forging an important relationship between the Church and the schools; request a report of the accomplishments of the task group to date by the end of 2017 (AN028).

Urge strong action to combat the epidemic of prescription opioid drug abuse, heroin use, and overdose deaths in the United States; acknowledge the role that prescription opioids play in leading to heroin addiction and the abuse of other synthetic opioids and calls on Episcopalians to advocate for a coordinated public health, law enforcement, and legislative response to eradicate opioid abuse and care for those affected by the disease of addiction; calls for the decriminalization of addiction and recognizes that prior efforts to criminalize drug addiction has had profound impacts on incarceration, particularly of persons of color (AN029).

Finances for Mission

Establishes Trust Fund 1156 – Iowa Fund for Support of Theological Education for the Caribbean (2017); funding of approximately $339,000 be provided by closing Domestic and Foreign Missionary Society short-term Custodial Account (20-101-2711-2932); annual income may be used by DFMS to supplement income provided from Trust Fund 809 for educational and theological programs (including continuing education and individual scholarships) as recommended by the Commission on Theological Education for Latin America and the Caribbean (CETALC) at its regular meetings; disbursement of funds conditioned upon the receipt of appropriate documentation to secure financial and operational accountability acceptable to the canons to the presiding bishop for ministry within the Episcopal Church and for ministry beyond the Episcopal Church and the treasurer; any balance not awarded be reinvested (FFM070).

Establish Trust Fund 1155 The Louie Crew Clay Fund for Lifelong Learning (2017); annual income may be used by DFMS to supplement income provided from Trust Fund 514 for work of religious education not provided for within the budget; disbursement of funds will be conditioned upon receipt of appropriate documentation to secure financial and operational accountability acceptable to the canons to the presiding bishop for ministry within the Episcopal Church and for ministry beyond the Episcopal Church and the treasurer; any balance not awarded be reinvested (FFM071).

Establish Trust Fund 1150, The Columbarium Endowment Fund as investment account for All Saints Episcopal Church in Concord, North Carolina (FFM072).

Establish Trust Fund 1151, St. Peter’s General Fund (Fund A) as investment account for the Cathedral Church of Saint Peter, St. Petersburg, Florida (FFM073).

Establish Trust Fund 1152, St. Peter’s Music Fund (Fund B) as investment account for the Cathedral Church of Saint Peter, St. Petersburg, Florida (FFM074).

Establish Trust Fund 1153, St. Peter’s Outreach Fund (Fund C) as investment account for the Cathedral Church of Saint Peter, St. Petersburg, Florida (FFM075).

Establish Trust Fund 1154, St. Peter’s Capital Improvement Fund (Fund D) as investment account for the Cathedral Church of Saint Peter, St. Petersburg, Florida (FFM076).

Trust Fund 1157, Holy Trinity Episcopal Church, as investment account for Holy Trinity Episcopal Church in Onancock, Virginia (FFM077).

DFMS shall endeavor to establish and maintain short-term reserve assets equal to at least three months of average operating expenses over the prior five-year period excluding government-funded expenses; once such reserve level is established, if a budgetary surplus results at the close of any triennium, 80 percent of such surplus shall be allocated to trust funds that support the budget and 20 percent shall be allocated to the short-term reserves; resolution supersedes AF-102 of January 2006 (FFM078).

Accept revised Investment Policy Statement of the Domestic & Foreign Missionary Society

(FFM079).

Establish Trust Fund 1158, St. Peter & All Saints Episcopal Church as investment account for St. Peter & All Saints Episcopal Church in Kansas City, Missouri (FFM80).

Establish Trust Fund 1159, All Saints Southern Shores Endowment as investment account for All Saints Southern Shores Episcopal Church in Kitty Hawk, North Carolina (FFM081).

Designate 2017 clergy housing allowances for three DFMS employees pursuant to Internal Revenue Code Section 107 and Internal Revenue Service Regulations S1.107 (FFM082).

Governance and Administration for Mission

Amend Executive Council and Domestic and Foreign Missionary Society bylaws for clarity and to conform to 78th General Convention canons (GAM008).

Local Ministry and Mission

Expresses appreciation to the House of Deputies Committee on the State of the Church for its review of General Convention 2015 Resolution A084 and recommendations to meet its requirements for an updated parochial report; that a question shall be added to the parochial report to ask parishes to identify languages used in worship services in order to understand further the diversity of worship experiences and worshiping communities in the Episcopal Church; to meet A084’s request that the parochial report be amended to collect data on emerging worshipping communities, activities other than Sunday services, and direct outreach, that a revised form shall be the reporting tool for 2017, to be distributed in 2018 (LMM008).

Direct DFMS to implement a small grants program to develop local parish and diocesan evangelism efforts; program shall be implemented by the Executive Council Joint Standing Commission on Local Ministry and Mission in cooperation with the canon to the presiding bishop for evangelism, reconciliation and creation care; $100,000 of line 28k of the DFMS 2018-2019 budget shall be allocated for the program (LMM009).

That $34,000 of budget line 28k shall be used by the D005 Genesis Advisory Group on Church Planting to communicate to the Church and among church planters about work being done and about best practices for new mission development, to be shared in collaboration with the Communications Department (LMM010).

Approves grants recommended by the D005 Advisory Group on Church Planting (LMM011).

World Mission

Approve 2018 United Thank Offering Young Adult and Seminarian Grants Focus and Criteria as proposed by the United Thank Offering (WM025).

Approve 2017 United Thank Offering grants (WM026).
